Combining units into a division in the Demo

In the second Demo no matter what I do, I cannot get Haglund's group to combine into a single division, thus reducing its inefficiency from 35% to 10%. When the mouse is over the tent choices, it states that none of the actions are possible. What am I doing wrong?

You mean about the 2nd tutorial?, which text is the most broken of the 3.
You must select the general, clic on the "tent with 2 soldiers" (not just 1 soldier as said), then select the 8 other units of the general, then clic on the "+" bottom-left of this already tent window (stay in the tent window, don't go in "saber/pistol" as said).
