Regional Decisions canceled

In my game I am, as Siberian white, tried to use decision Reforms in regions Gurjev and Semipalatinsk. After few tours I received messages “The decision Reforms in ,region … , was no longer valid and has been canceled” for both regions.
All time I had military control for these regions and all its cities.
Every decision Reforms cost 1 NM and 5 rubles (at the beginning, at the end or every tour ?).
Two tours my money balance was negative, but decisions was canceled at the beginning of tour when I improved it.
Any idea why I couldn't finish reforms?

Hmm, this is strange. May be a bug. If you lose military control of the main city in which you have planned an RD, the RD will be cancelled. Otherwise, it shouldn't.

This is to avoid people using requisition/forced conscription on the front line, in the hope that if they lose the region they will leave a green uprising behind them.
