“National” leader abilities

Is ability "Cossack Commander" (This Siberian commander can lead Cossack troops without penalty) have any usable effect? I have lots of cossack units under command of generals without this ability and can't see any penalty.
Same about other “national” ability such as "Russo-Czech Commander".

It does, but only if the units are separate and if you have leaders from only one faction in the same stack. If you combine them into a division, it's only 4 CPs regardless of nationality. If they're separate, they cost quadruple CPs, but never less than 4 each. The leader quality in question eliminates the penalty. I think another reason you don't see a penalty is that you have leaders from separate nationalities in the same stack. If you have a White commander and a Cossack commander in the same stack (e.g.), you won't see a penalty.
