Air Warfare operations

From manual : "Air units can only be active if they are operating from a structure. Setting up an airfield, even in
the early XXth century, requires a minimum of ground staff, fuel, engine parts, etc... Therefore, you need to have
you Air Unit in a region with a structure for it to operate missions. Note that any structure will do and that a simple
depot is sufficient" (p.53)
But actually in game I can set airbase in every region without structure using redeployment button special order. Is it correct or bug?
And one more question. Is Command Postures and ROE have any effect to
air warfare?

Haaa. Never tested that. This is not correct. :D

When you use the deployment button, are the planes usable then ? (I.e. does the airfield icon has a plane on it, if yes, it's a problem, if not, well you are not in a structure so it's fine).

Yes, setting the units in passive posture will ground the planes. :)

Otherwise they will fly if they can.
