War Supply

I don't think the War supply is working as it should do.
Playing as Reds, long campaign, the tooltip says that I am getting 18 per turn. At the end of my last turn I had 4, at the beginning of the next I have only got 10. I haven't spent any in that turn, I only built a couple of regular and militia replacements.
There are no text messages that let me know that any thing has happened to make my war supply go down in that turn.
Thinking back the turn before must have been even worse as I have only got 4 WS left, again I didn't build anything that used it, no artillery, trains etc.
I have attached my save again and the back ups.

Or it's the tooltip...It's just predicting, now how varied your NM this turn?Then you've lost some production cities, maybe?
