Prussian replacement display

I have some trouble with the Prussian infantry replacements.

I try to get some build up of infantry replacement chits. But they are used up each turn, no matter how fast I try to build them. The actual number available varied a lot during the last few turns- so much that I doubt if the number is correct.

A few turns ago I had 13 replacements. This was after I got a message that the yearly replacements came in - so that looked ok.
Next turn they were all used up - could be, some units were a bit damaged, though it was very fast.
Next turn: a depot btn got finished - I have 23 (!!!) replacement chits. No message that new recruits are coming in - just lots of repacement chits.
Next turn: a depot btn got finished: I have 3 replacement chits. All 23 used up? I only have 2 or 3 damaged units left. I got about 5 or 6 complete units back though.
Next turn: a replacement btn finished, as well as 1 replacement bought. I have 17 replacement chits.

So I am thinking that some turns not all my replacement chits are displayed. The other flavours look ok - but then they dont vary as much, I don't build depot btn's for them (except for the Prussian Grenadiers, but they wont get "free" replacements), and I dont look at them each turn.
Some of them niot being displayed looks more probable then the actual number fluctuating this wild.

Are you playing with hardened attrition on? If so then I have found that however many replacements you receive in any turn is still not enough. :D They always get used up that turn. You have so many units that only have 4 instead of 5 elements at the start of the campaign that any spare replacements that are left after bringing existing elements up to strength get used to complete these.

We do play with hardened attrition. But if all those replacements are indeed used, I would have used 60+ replacement chits in 3 months - and that in winter, with no one marching. Granted, some units got an additional regiment, but it still seems excessive.

This way there is no reason for all those fancy units you can buy - you have to spend everything on regular infantry replacements, and even then can't keep up...

This I think is WAD. Manpower and the draining of it was the big Prussian problem.

Ok, this turn I actually got a list of units that got a complete btn added. There were 13 of those, and 17 replacements chits were used - not a really large discrepancy.

I am still not so sure about the 23 though.
