River blockade without boats

Here Breslau harbour is shown as blockaded "you have enough naval combat units to blockade this zone".

Yet the Prussians don't have any boats in this scenario.
Also, the river is not frozen, its weather is shown as rain.

I saw the same thing for besieged Glogau last turn.

Not the same game, but recreated with a fresh start of the scenario.

In this case the weather in the river area is Gale, Harsh, while in the case shown above it was just rain, don't know if (Gale, Harsh) should create a blocked harbour.

Anyway, Breslau harbour is here is "blockaded by enemy ships or forts" in exactly the same manner, no mentioning of weather.
And "You have enough naval combat units to blockade this region".
