On fort building

Couldn't find an answer from the PDF manual, so I'll ask here: what are the requirements to build a fort? Do I lose some units in the process, like when building depots? How long does it take?

In ROP you can only build a Fortified Camp [like at Pirna in 1756]

It requires 1 Artillery element and 1 Supply element
