Sudden Death ON?

What is the national morale level at which the Austrian Coalition throws the towel? I've got them down to 20, and they keep on fighting. The VP&Objectives screen says "Sudden Death ON", without any further details.

BTW: I have deleted all NM readjustments from Balances.sct, if you want to know how I got them that low.

I understand/knew that one must hold all objectives. It's just confusing to see that the statement "Sudden Death=ON" is next to National Morale. Especially if one is used to AACW
