Supply and harbours

Hello,

I'd like to know if supply can circulate beetween harbours, harbours wich have depot, notably in Baltic sea, with virtual supply naval roads ? If i'm correct i know that is right with Ageod American Civil War.

In other hands, as russian, i took Koenigsberg (harbour, depot), i will take Kolberg (harbour, depot) , the supply will be dispached beetween these two harbours ? The russian army will be supplied by the Baltic sea or not ?
