blue men in the replacement pool ?

In the boxes indicating the need of replacements (F3), above the symbol for each class of unit there is a small soldier and the number of hit pounts missing.

Currently, one of the soldiers (GER Militia infantry) is in blue. It was gray as the others in the round before. What does this colour mean ?

And, by the way, I believe the icons on the two tabs are wrongly assigned. If I hit the Prussian flag (white with a black eagle), I am shown the replacement options for my German merchant fleet, if I hit the National German flag (black-white-red), the options or all the Prussian troops are shown:
