Italian Rebels and Austrian Indifference

A year or so ago (over 24 turns), there was a revolt in Austria's Italian provinces. Two units were created.

For some reason Austria had moved Radetzy's big army from the plains of Venetia to inside Trieste (in keeping with the AI's love of having units destroyed by sieges, some things in this game are very similar to ACW). So the Lombardy revolter was defeated and destroyed, but the Venetian one just sat there.

For month after month.

It ultimately took control of the plains of Venetia, although not the city.

Finally, getting mad, I put two French marine divisions into transports and landed and defeated the rebels. I was then teleported back to France.

The revolters lost all their cohesion and most of their strength, but they didn't die or retreat.

And now, they are occupying Venetia again.

Why won't Austria move one of the dozens of units near Venetia to handle this revolt? Austria has 3-4 corps inside Trieste. One corp in Lombardy. Two divisions in the Tyrol. And they aren't at war with anyone.

Does the AI just not care about revolters? This is a problem Paradox solved generations ago (and it used to be bad) so I'm sorry to see it here.
