requirements for fortrees guns/infantry.

Obviosly first is fort, but what else ?
normaly i can build arty in 99% of cases - on one i cant, and in that region is dominion, 100% CP, capital, builded fort + depot. And cant build anything.
But which is needed for inantry garrison ? first i thought it is lvl 1 town, but not. sometimes i can build them in lvl 1, sometimes not.

If you select unit from bild list and hover pointer over province it should write what is the problem. And keep in mind that "city" means at least lvl.3 city.

jup, i know city means lvl3 city, that why i writen town and ty for idea, will try that.

And hae one request - can anyone show me event which will change education to best type ? currently i have only second best.
