Unification thru Conquest

So its Prussia, circa late 1857...I have annexed by force: Holstein, Hannover, Saxony and Hesse-Kassel. I have conquered Bavaria but am still building warscore to annex. Of my annexed possessions, only Saxony has less than 60% loyalty. I have done nothing with Württemberg, Baden and Hess-Darmstadt...figuring on using the unification chits for these states.

My question is this: I think im understanding that I still need Hesse-Darmstadt for Northern Unification. They are at 57% loyalty. If I get them to 60%, will I unify the northern states, since I own the other northern states mentioned above?

Im just wondering if you annex the German Minor States thru conquest, are they then unified by default or do you still have to build loyalty to get them on board? Ie., Saxony has been annexed...do I still need them at 60% loyalty to get them to unify?
