Allied mili outpost blocks colonial status

Hello, as France I've managed to assert a protectorate in Gambia.

UK, being my defensive ally, relinquished military control to me, so I have 100% military control and
40% colonial penetration.

However, I can not increase it by making, for instance, a telegraph, as it says "you do not own the region",
I suppose because UK still owns a military outpost there.

Therefore, Gambia is blocked as my protectorate, without being turned into a colony.

Is that WAD?

As a sidenote, I am surprised to see Bamako region being classed in the Niger colony, with capital Niamey,
the neighbouring regions belonging mostly to Mali, with capital Gao.
