hi,
im in 1864 and i want to know when italy will unify? All small italian state are 80% loyal to me but nothing comes. I saw in aar that second way to unify italy is to play unification cards but is there anymore requirements?

you need average loyalty of 80% in each capital (which I presume you have), the event will then fire at some stage between 1865 and 1880 (if I recall).
