So I started my first GC as USA, and I'm at Jan 1860 now, on eve of Civil War. My economy is pretty good, and I have built up a sizable military in preparation for upcoming war. But I still have some questions.
1. Since around 2-3 years ago (right after Buchanan took over as president), I cannot use "state visit" in diplomacy anymore. Is this normal for US before civil war or is it a bug? I see AI nations still using state visits and I have had a state visit request from Mexico, but I cannot initiate one anymore.
2. I built a tea plantation in Nepal and Gems mine in Burma way back (both inland), but I cannot collect their products. Do I have to build railroad to nearest port for me to connect the resources?
3. So far I don't have many generals. Will historical generals pop up once Civil War start (Grant, Sherman, etc)?
1. Your abilities on the diplomatic front directly tie to your leaderships ability scores (diplomacy, imperialism, and administration). You may have an inactive congress (the US has some of the worst luck when it comes to that), and thus lose some diplomatic options that you had before. I say inactive, as there is a congress that has a -3 in administration (I think), and 0 for the other two scores.
2. You need a collection point nearby (or the country that owns it needs one). You also need a fleet in the appropriate MTB. To see your collection points, click the lower left button near the world map.
3. You should get more generals over time (an expanding pool). I have not made it to the civil war yet, so don't know how many.
FYI - if you have a large army, you may not be able to produce any replacements, as the army expands greatly by event at the start of the war.

If your structure is very far inland you won't be able to do anything to get its production, because some inland locations do not connect to any MTBs.

2 turns after posting this thread, Civil War started. I was very unpleasantly surprised by what happened! first, I had saved 280/335 recruits to use to build a inf corp immediately after start of war, but war event reduced my recruits to 0/0. What a waste of 300+ recruits! And, my National moral dropped to 0! It will take many months to build back up. This is such a bad situation, since the fastest way to gain NM is to win battles, but with your NM so low, your troops will not fight very well so it's hard to win battles. Well, at least the F10 screen shows CSA having only power rating of 38. I hope things will get better once Lincoln comes to power, but that won't happened for another year. It will be funny if I manage to win the war before Lincoln comes to power.

From my games as the US, those missing conscripts usually seemed to be turned into replacement chits. Its something that you get to anticipate after a few games, though yes, it is very frustrating! Also, which version are you playing? the dropping to 0NM didn't happen to me with 1.04rc2 (though I did have other problems which have put that game on hold).
Unfortunately, some known issues.
1) The script of the Civil War adds too many officers and conscripts which somehow throws an error and the engine substracts or nullifies instead of adding the supposed extra soldiers.
2) The Generals/Admirals script is nonexistent. In all my games I have submitted updated decennial or special event quotas. As soon as I finish with the Großdeutschland Mod I will get into authoring these quotas once and for all, for all gamers. In the meantime see here. USA should have got extra Generals/Admirals already by 1860. And not only USA, many nations... there are some numbers in the databases given by the developers.
3) My proposed fix will also use MacNaughton's quotas (possibly further balanced and adapted) so to give other minor nations quotas as well. Otherwise when the initial leaders die no other come into play: by default the quotas are set to 0!!
4) That said, do NOT despair. The fact of the matter is this: as a human player you have hindsight of the events and approximate time of the start of hostilities in the Civil War. This means that you can prepare for it, while the event spawning the CSA forces is not dynamic (in theory events with evaluation conditions could have been set to spawn rival armed forces according to the number of forces the player uses). So the fact that your soldiers went to 0, might be a boon from a challenge point of view.
5) Do not worry about your NM. After the initial shock it shall go up fairly quickly. If you feel uncompetitive, simply avoid battles for a couple of months (4-5 turns) as it rises.

The turn you run it it will activate. You will not notice anything. The turn after, 5 new Generals (two 3-star and three 2-star) should spawn at Washington. Good luck!

I still have Winfield Scott kicking around though, so is it possible that he is taking a 3star slot? (I think I have a 3star in the west too, but I can't remember his name... I just remember that he activates about 1 turn in 5! so that might be another slot taken?)

Indeed, these are your maximum quotas, you might have already reached them. Otherwise, it might be that no other 3-star General (max number already appeared) is available. In this case, you need to promote the 2-star through battle. Remember, you can have as many 3-star Generals as you wish through promotion.
Personally, I tend to promote only the best, even if I can more, as keeping 2-star Generals is important for march-to-the-sound-of-guns. Moreover, I tend to leave only one 3-star General per Theater of operations. Use the filter to see which are which. There are also sea theaters for Admirals, try to read which they are through the Areas file in the GameData folder, as they don't appear through the in-game filter.

so the civil war is over.
It wasn't as bad as I thought, but some interesting things happened, like Robert E. Lee became a Union general (even before the generals patch). Also, even though war ended, there are still slaves in the south. when will they disappear? Do I have to wait to historical date of Emancipation proclamation or 13th amendment for slaves to disappear? (now it's Aug 1862)

The first time I fought the ACW (many patches ago) I found it much harder than now. Took less than 18 months to finish it (and that was with a month or 2 sitting around Richmond with the garrison bug). Its supposed to be difficult and destructive. Not sure what can be done to make it more like that struggle that defined the US though. Maybe if I hadn't built any land forces beforehand and had done more to build up the South in the 50's...

You might not see the changes you imagine if the CSA, for example, has already reached the max number of AI Generals/Admirals it can get for that time era (leaders have dateIn and dateOut constrains). Remember to change the title of the event as well, as it will be already referenced and won't run again with the same title.
In case your Civil War is over take a look at the F10 screen. Unfortunately the event that reverts the objectives to the pre-CW (overseas) ones is non-existent and the US player sticks to the internal ones, meant for the Civil War. Please run this to revert them to the previous ones, more or less. Do not worry, there are events to add more objectives further down the line.
You could even play with the regions and the score they add to make custom scenarios of your own interest. But please be careful, the command "Objectives" will delete all previous ones and reset them with the new ones you type.
