How does one produces Diplomat?
My Faction is France and Running out of Diplomats

You gain diplomats automatically twice a year, in July and in January

Also, if you hover over your number of diplomats, it will tell you how many to expect. Note that there is a max # of diplomats, so you may not get all you're entitled too (example, I'm into the 1890's with Russia, and I get 13 diplomats a turn. If I still have 10, it will tell me I'm getting 10 diplomats to get to 20, not all 13).
