exploring Nome

I have an explorer in Kenai, which is adjacent to Nome. I have successfully placed the exploration decision in two other provinces, but when I try to explore Nome, I keep getting the message "An attempt to enact the decision Exploration Party in region Nome was unsuccessful." What about Nome is so difficult to explore?

its random, I think it took me 8-10 attempts at some provinces and only 1-2 in other cases. Its a base chance to succeed and its sampling with replication - ie past attempts don't (I beleive) make future attempts any easier
