Claim Elsass but not Lorraine
I am playing Prussia. Its 1855 and I just beat the snot out of France. I have about 400WS. I can claim Alsace but not Lorraine in peace. I have objectives on both. I remember seeing events that gave me claims on Lorraine before I had a claim on Alsace, but by the time I went to war, it was gone.
You should have a claim regardless because of high German ethnicity. Perhaps you haven't met yet the warscore required. If you are impatient you can change the options of the game to extended claims JUST FOR ONE TURN (as the AI will use it too) to get over this hurdle.
