Strange situation ... bug with capital of defeated nation?

Playing multiplayer game (started 1.03, actually 1.03d version) I declared war to Morocco and in peace terms three provinces were joined to France like new national territory, Fez included. But one turn after peace was signed I was informed, that Moroccans captured Fez. Now I cannot enter the region (sure, we are at peace), I cannot use any colonial action (it is my National territory) and we both have 101% CP ... look on the picture. Strange situation. Is it a bug?

From my experience, yes it is. I wish you good luck because this 101%CP problem has so far proved a nightmare for me and I haven't been able to fix it with any script. :)

I have this problem with A Sudan province, except my CP is stuck at 40%, the Mahiddya (?) at 101%.

This shouldn't have happened if you had started right from the start with v1.03d. To have a region as non-national region (in v1.03d) you need 100% loyalty and at least 95% colonial penetration. Was it perhaps already a Moroccan non-national region BEFORE you asked it in peace term? If yes, it could happen.

Either way, no worries. You can always author a script to take out the bogus CP and/or degrade it to French colonial status. With the new rules it doesn't make sense to be non-national region as your loyalty is too low.

Same for me in GC in Bome Congo for Belgium can't enter it at all now just got kicked out ! Lol

How can you not enter your own non-national regions? Did you have MC control before? If not, a war might be in order with the current holder. Once you kick him out it will be normal. If not, I can help you author scripts to correct each ad hoc situation.

Full MC had units there then it just kicked the unit out into the neighbour region and had 45% CP and said blocked by scenario or ice or weather

So what to change by envent to make it correct ... remove France CP and National region or remove Morocco CP?
