Issue a new medal edict

The medal raises morale by 2, except it will then snap back to 100% morale immediately, fair enough.
It also says +2 for officers. What does this actually do? (I certainly don't get two new officers which I could really do with).

First of all, are you sure it ran? For it to have "run" you need to see the message saying so next turn. Just activating might not be enough, it could fire "blank" if the prerequisites (threat level, current war, etc) are not met. Yes, NM should slowly fall back to 100 over time as well as raise to 100 if it's lower than that. That's normal. Probably you get two new officers, but if your turnover was negative you didn't notice.

I've enacted it several times during the game, my NM always strings back to 100%, or doesn't change from it (The University card has no effect for instance either).
I've never received any officers from this edict, if that is what the +2 is meant to do. I've never been in a war though, apart from the dispute thing with Khiva.
