From the manual:

If colonial status is achieved within a reasonable historical timeframe,
then Statehood follows by event.

Does that mean that I don't have to raise cp to 100 myself in order to turn the colonies into states ?

If you have raised a colonial area into a formal colony, then by a certain time, e.g - start of the 60's or 70's, then they will automatically convert to states and become national territory.
