Bug with the decree of serfdom abolition in Russia

Fresh install + patch 1.02

After the event I can pass a decree that say this: "This decree-if voted (in which case the state will pay 200)- allows yo to reduce militancy and increase contentment (except for upper class). Law converts all servile population into peasants and greatly improve contentment (except Aristocrats)".

The part of the conversion of the serfs into peasants doesn´t work. After passing the decree the 70% of my population still was serfs.

This bug at last fixed, it was a tough one. Really sorry for the delay gents. It will make it into 1.02c quickfix, which will be out in a few days at most.
