Impossible to colonize Nigeria

Playing Prussia original h now i it is 1877 . I have colony status for the most middle African lands by now. For Nigeria no option to colonize pop up so Lagos has 70% and the whole Nigeria over 50% influence. It still says that England has the greatest influence, so they only have 11% or so. Lagos has no town, but everlasting pillage sign up to now.
1 )Can I manually get rid of the pillaging by changing data and how to do it?
And will it help at all if I do so? What else prevents the option to colonize even if the conditions are more than fulfilled?
2) Will there ever be a race for colonisation? To me it seems the Ai is a so bad administrator, that it will never be able to compeet.

Greatest influence from GBR is a miscalculation, fixed in the upcoming beta patch, this should hopefully allow you to colonize better.

The AIs will also be more aggressive in colonizing in the next patch.
