Urban Transportation Error

Playing as U.S. campaign game.

When congress authorizes the Urban Transportation option, it shows up just fine in the area improvement section.

However, the restrictions and conditions has an error. It requires a minimum transportion level of TRACK, and a maximum transportion level of TRACK. Hence, you can't build urban transportation since urban areas are all greater than TRACK.

It's a known issue.
It's really misnamed, should be more like local transportation.
Only useful on areas that have only track transportation.

Funny, since the icon shows a cable/street car -- indicating actual urban transportation.

You'd figure improving a Track would show a dirt road and wagons.

I thought the same thing, so I went in and changed the conditions in the file.

There is a bit of redundancy and the description don't fit perfectly, true... Public transportation is supposed to be the big brother of improve road network... But as you can't have a road already there to play it, you don't get to play it often.

I have edited the decisions so you can play it even if there is a road...
