Unable to enter territory

Playing Prussia, I find times I can't enter territory when I think I should.

Example...Belgium DoW Prussia (don't quite get that BTW). They are also at war w/ the Netherlands and Belgium has control of Netherland provinces. But Prussia cannot enter these despite being at war w/ Belgium.

WAD or an issue?

Most likely an issue, I believe the code does not "know" that the land is occupied and still considers it as Dutch (and because you are at peace with them, you can't enter)

That's what I figured. On a positive note, the engine does "know" the territory is occupied because the "dashed lines" showing Belgian territory and the flags show it as part of Belgium.
