BlacksShips (Perry) event

Maybe one of you guys can help me:

I've been playing Japan for a while and now it's June 1854 and no Perry. I tried forcing the event through the console and... nothing. I tried backing up a few turns and then using the console and, still, nothing. I then tried removing the requirement for American ships so that the event would fire (I saw this in another thread, I don't remember which one) and then something happened... the "Perry Returns" event fired! Perry Returns?!?! He hasn't even shown up yet, how the heck is he returning? And there don't seem to be any declarations or options or decisions or anything related with this event, so now I've kinda lost my enthusiasm for continuing the game.

Does anybody have any suggestions for me? I'd really appreciate it. Thanks.

Do you play with the latest patch? There were a few things that prevented the event to run properly, this has been fixed in 1.01h. In addition, a safeguard event has been added so that even if the USA AI does not send Perry, another power will do an equivalent mission

Thanks for the info. I upgraded to 1.01h during the game... maybe that's the problem. I've started over, so we'll see what happens.
