Congo question

A little help needed. Playing France and trying to break into the Congo. Have CP at 35 for all three coastal provinces. Landed a colonial brigade and military control is 100% Nobody, sat for 12 turns and a prosecute mission and the MC never changed. I looked for someone to declare war on without finding a suitable host.

How do you start to build your facilities and such without MC? How do you get MC in the Congo?

So, there really isn't anyway to "peaceably" colonize a country? You have to go to war with the natives? Like Madagascar and Annam?

Not at all.
You can make them a protectorate by getting 35% CP in all their areas and, in the end having an army in their capital.
If you want to rule them, though, yeh, you have to conquer them.
