Improve Public Transportation

When I got this decision it has the constraints set as between Track and Track - Is this as designed or should it be between Track and Road or Rail? By the description of the decision it would suggest it should be higher

i was having the same problem in the french version of the game ...
It seems not clear that improved public transportation is usefull if limited to zone where you only have tracks...
I was as disappointed than when i paid for the swamp thing... when i didn't have any swamp...

It must be road and rail.
Some here have problems having build railroad before road and get nothing at the end , not even the possibility to build road anymore.
Me too in Prussias Masuren province.

There was a thread a while back about the same thing. It is WAD, meant to be an alternative to Build Roads. That said, I agree about the limited usefulness and I don't see why it couldn't be changed to represent the introduction of such things a trollies in the later parts of the game.
