Unable to enact decision "Prospector" / Tobacco in Istanbul

As Prussia I have shipped a Prospector to Duala. I enact "Prospector" but always get the feedback (next turn) that it failed. Why does it fail? Is this normal?

Also, I don't seem to be able to buy a tobacco plantage in Istanbul. The money is deducted but I can't see the region of Istandbul, only the city. What is happening?

Prospectors almost always fail. Especially if you don't control the area.
They are looking for new resources. Don't expect there's much to find in Duala
Don't have a clue about Istanbul.
