Tahiti bug

I'm not sure but I think I may have found a small data bug with Tahiti. Here's the problem: It's 100% French military controlled, 45% French CP, and 5% British CP. Yet, it's highest colonial penetration reads "British Influence."

This is a problem, as France cannot Protectorate it as it's not a French colonial territory, for some strange reason.

No idea why, the data looks correct... anyway, planning to have it improved to Protectorate from start in a future patch (was the case since 1842 IIRC)
