Supply Goods?

I'm trying to have my first game with Japan. I'm confused with the Supply system as it is explained in the manual and the Supply goods shown in Assets Balance. The tooltip for Supply in Assets Balance says I have a planned income of 1 and planned spending of 18 on turn 2. The situation was similar on turn 1. According to the manual chapter about Supply, my cities, forts, depots and harbours should be producing much more than 1 Supply.

The manual also states that supply-producing structures should be producing Ammunition as well, but my Assets Balance says I'm only producing 2 Ammunition. Checking my cityscapes, the 2 Ammunition is being produced by Ammunition Shop in Kyoto, which means that no other structures are producing any Ammunition.

Does the "supply production" described in the manual refer to the real production or the ability of the structures to stockpile produced supplies and ammunition? If that is the case, what structures actually produce supplies and where is my single unit of Supply that is being produced coming from?

In PoN you have ammunition and supply used by your military forces and produced locally by your various structures. In addtion you have ammunition and supply as a trade resource produced by some of your factories, these trade resources can be converted into on map ammunition/supply via the F4 screen...

So what you've read in the manual about your cities, ports and co. producing deals with on map ammunition/supply for your units. What you've seen in the Balance concerns the trade goods. Note, most of the time you don't need to convert these two trade resources to on map ammunition and supply as your local structures should produce enough during peace time at least. The best way to test this is to turn off conversions in F4 and check your ground forces and depots in the next fw turns. If you notice units slowly running out of supply or important depots being drained you may have to turn on conversion every few turns. On the other hand if all units remain well supplied and depots remain well stocked you can leave conversion off fr most of the game and instead sell part of your surplus on the global market...

Does this mean that conversion of trade goods into Supply is turned on by default and that conversion takes precedence over using Supply produced by supply structures? It doesn't make much sense, but it's the only reason I can think of for Japan's starting -30 trade good Supply balance.
