Creation and Training of Officers

Dear fellows, I have a new question for you. How about the creation or training of military officers? Will they still existing on a list from which we can them choose or will be there a chance to generate them or is there another way to get access to new officers?
I have some suggestion: To get new military officers you must build some cadet school or war school from which they will be generated and you can then expand their training with the help of military academy to get high rankers. So you get only low rank officers by cadet schools and commanders with the military academy.
But I think this will be to complicated and we would get them from acertain list.
But I would prefer to get some enlightenment from the developers or the beta team.
Do we can announce diplomats or secretaries from a certain existing list?
Perhaps is there any possibility to get another chancellor as Prussia around 1864 besides Bismarck?
How will this be made?

There are also 'petty officers', that have a dedicated pool. Having a Military Academy will have your nation get more and more often.
