Can I call foreign instructors like technicians, teachers, engineers, scientists or military officers from a friendly or allied nation to improve my country...?

Or in the other way can I as a nation send instructors to a minor ally or friendly nation to improve those nation...?

I think that it will be possible to change research data with another nation as it was often happened in that era, but how about sending instructors...

Foreign Instructors are taken into account but abstracted with the research system. I can't talk about it, as our research system is rather innovative, but you'll definitively get a positive effect by having good relationships and agreements with some of the most advanced countries.
No little instructors sprites moving on the map though ;)


There was no major state research exchanges plans in the period, if not mistaken.
