What does it do and how best to use it?

You get a little prestige, and a little money. I have taken over the customs of Egypt in my present game for over one hundred turns, and I have not noticed any other effect, or any other way to use it. I would love to hear from someone who has had a different experience.

That pretty much is it. There is also the railroad concession, but those uncivilized places don't build railroads. I solved that by invading and building a railroad on captured territory. Which is totally wonderful that you can do that. So, building a rail in Bejing gave me both the customs and the rail consessions.

It's just a little perk, more useful early on, but still is reliable cash and prestige.

Thanks for the tip about the rail concessions. France will put it to use.
