Changing AI Settings after game has started

Once you start a game, will making changes to the AI under options have an effect? Ie., I started with the "AI - take more time" turned off but I decided I should turn it back on after game start...is it too late to do that now?

You can change all the settings at any time (i.e you can change the AI detection bonus from one turn to the other, or level up the difficult etc.)
