Not really to be honest.
As you've seen, state funds come from taxes, and you either increase tax rates or increase the tax base (pop growth, more merchant ships etc). As S-P you will gain a large windfall when unification happens (the AI tends to over-horde state cash).
You spend it on replacements, event and decision cards and on military maintenance. Since S-P has a standing army, this makes it unwise to expand the starting army by much till you have all of Italy.
You lack the population to underpin a much larger army (and if you run out of replacement chits you will lose a lot of elements) and its expensive. I think all I bought up to 1859 was more artillery (a very good idea), some marines (cute hats, have been pretty useful) and more merchant ships, maybe, if I recall, one more regular corps.
So the only expense you can safely skip are the costs of regional decisions and colonial actions (these draw on state funds) and the only income is higher taxes or more activity.
