Hello all, I suppose this is the part where I explain that I am, in fact, mostly a noob at this game. I understand how most of it works, and am currently at around 1856 as Russia. To clarify, I've turned off both historical claims and historical SOIs, because I figured ignoring real history would be fun (and it was somewhat, as there are Russian flags over Okinawa, Dubai, and Samoa)
Some time around 1853, I declared war on Persia, and managed to defeat it so soundly that there is literally no longer a Persian flag on the game map. I did this partly to learn how military action works in the game, and partly because Russia at the time was under Tsar Nicholas I and I figured "because I felt like it" would still fly. Lots of other reasons, too, mostly having access to the Pacific through the Persian Gulf without waiting for the Suez Canal or trying to build the Trans-Siberian Railroad.
Now, the problem: Given the way this has gone so far, I suspect I will never actually assimilate Persia into a semi-loyal territory of the Russian Empire. I've got partisans popping up everywhere, and even though every single region has 100% Russian military control, I've yet to amass a single percentage point of Russian ethnic loyalty. I've done everything implied by forum threads and the manual, including placing a column with a combined total of 62 police stat points in Tehran for over two years. Nothing has worked. I suppose I might have a chance if I were to systematically declare war, press for peace with small chunks of Persia as the demands, regroup my forces, and restart until I have what I want, but...I've literally annihilated their entire military and occupied every square mile of their country.
So, this is pretty much just me coming out and asking if I was wrong...is there any way at all to actually make Persia part of Russia, or should I just restart and focus on less stupid endeavors?
