Police?

What exactly does units' police rating do? Reduce militancy? Increase loyalty? It doesn't seem to be doing much of anything. This as half of the South continues to have high militancy and low contentment due to low loyalty before the Civil War (side note: shouldn't the event that creates the CSA increase contentment and decrease militancy [or at least reset them to 50 and 0] across the South so it can actually use its production facilities?)

they do drive down militancy (slowly), they allowed me to get the post-Italian unification unrest under control as well as my more recent gains in N Italy. But remember that other events may be forcing up militancy/lowering contentment, but yes they do work.

As Loki100 says, Police units do work, they also help raise contentment. The issue is that they do both really slowly. You need to park them somewhere for months at a time to get good effects from them.
Remember - The beatings will continue until morale improves.

Just my experience that the cops seem to fair better in some scenarios than in others. They are very handy when playing Italy, not so much playing the US. I have played the US twice, and some areas (Philly, Frisco, Sacramento, and NYC among others) just go bad even if you have cops on the scene from as soon as they are available. They do seem to have the influence described in other areas that may be problematic from time to time.
