Can't move from Raleigh directly to Petersburg

Hi,
I can't move a unit directly from Raleigh to Peterburg (Southside) but instead have to route through Norfolk (Tidewater). Surely this is a mistake/bug as there is no reason why you shouldn't be able to move from North Carolina to Virginia. There is even a railroad on the map.
Is there a file where contiguous borders are defined, that can be modified? (This is driving me crazy as it's a real issue in the ACW scenario.

Or is there an explanation?

I am patched to 1.03d QF.

there is a file, look in vgn/gamedata/regions and you will find a text file for every province that lists the adjacency and the type of interaction between the adjacent provinces (ie passable by land/sea or not passable). It doesn't look (to me) as the easiest of the game features to mod though, so would need a fair bit of trial and error I suspect.

Thanks loki100. I actually rooted around yesterday and found the relevant files for the two regions and they each have an adjacency parameters set to -1. I didn't try modifying them ...

I am curious as to if this is a deliberate design choice as Petersburg was a bottleneck for the North in their attack on Richmond. So maybe this was done to create an effect and constrain North-south movement. But it doesn't feel right and doesn't seem to be be done elsewhere on the map.

Otherwise I am finding the game very interesting. It is quite different from anything else that I have played, including Paradox games, and I am still struggling to understand some behaviors and outcomes. As in I am not always sure why units turn up where they do after the turn is is resolved. But i like the scale, the commander system, the turn-based mechanics (although i could do without the delays) and am using the ACW scenario to feel my way into the system.
