Provinces not changing ownership when they become colonies

I have been playing an US campaign and noticed one thing, in 2 provinces one that changed to a colony and another that it's already a colonial province, despite the colonial and national status of the region, in each case 1 of the provinces ownership didn't change to me, is this WAD (like a mechanic I am missing) or something else?

Yes it happens. Whether it is a bug or WAD has been argued by players. I think it is a bug. You should be able to take it over by declaring war on the owner or by a script.

And here was I naively thinking I could colonize all the US without fighting the natives, oh well I was not in the mood to hunt indian stacks across America but I can't go against the Manifest Destiny.
