You train 0 diplomats twice a year! Now what?

As the Ottoman Empire I'm now in 1877 and I thus far experienced already a few sultans which were diplomatically quite incapable (score 2 or 3) of training diplomats for some reason. I now already have for many years no diplomats in my pool and none (0) are being trained either. How am I suppose to conduct any form of diplomacy now? Furthermore I noticed that my current ruler will almost be in power for the rest of my remaining game, in other words more than 30 years. Am I supposed to just do nothing diplomatically? I cannot even declare war nor propose a peace without diplomats available. I think this is not really the way you can handicap any nation to this extend. There should always be at least a few diplomats that are trained every 6 months, so you can always do some basic diplomacy (like declaring war and peace for instance).

A low diplomacy means an inept government into taking initiative. You might not be able to do peace or war at your own initiative, but this is part of the difficulty (although quite stressed!). You can always accept the peace offers by others, usually the AI will do this once it is losing badly or reached its objectives. I don't know if this should be fixed or not, my opinion is that both this case and China's (a ruler of 2-2-2 if you don't add de facto Cixi by script) are in need of a minor tweak to have at least a couple of diplos per semester.

In the meantime, add this to your Plugin_1850GC file in the Event folder of your installation.

Though I agree with you that there should be some kind of difficulty in the game, maybe offering peace and declaring war should not require diplomats? There is no other way of declaring war on a civilized country expect doing it diplomatically right?

Sure, there is not. But even the simple act of declaring war might not be allowed for certain nations to simulate the historical hindrance of some nations to wage offensive wars or have a reasonable late 19th century diplomatic apparatus. As I said, it is an abstractive stress of a realistic limitation, but nonetheless pretty straightforward.

If it makes you feel any better, Japan cannot wage war either from 1850 to 1868 for similar reasons even if the diplomats abound.
