naval base in patch 1.1i

I cannot build a naval base in a region, where a harbour allready exists. As Germany I only have a naval base in Hamburg and cannot build anywhere. Harbour in other region cannot be deleted as other industries.
As Japan I can so never have a naval base in either Edo or Yokahama.
Is this correct?
I remember in the previous patches it was possible to build naval base in region with harbour.

You should be able to build a naval base by paying for a harbor upgrade. Harbors upgrade to Naval bases. I have done this many times in 1.1i, as France.

Without starting a new thread, did anything change in the last patch or two in regards to replacements for naval units? I remember in earlier versions new elements would be added, but now they are not, even if the unit is stationed in a naval base.
