So When is the Date for the release of the dlc phil Said that one is comming but when

You're talking about two different things.
1) The game is being patched, to add content and fix bugs. Currently, the game is version 1.1 and patch 1.2 is being developed. You can download beta patches for 1.2, the most recent is 1.1h. This adds a lot to the game and is recommended. You can find it at the tech support on the paradox forum if you register your game there.
2) DLC is being developed, possibly a 1880 and 1914 scenario (iirc). As opposed to patches, this will cost money. This won't fix any bugs. There is no release date known for this.
