Sardinia/Piedmont-Italy Unification

Can anyone help please- do you have to unify Italy by force or is there a diplomatic way?
I have used the two chances (decision cards) to agitate for unification but that does not seem to work? I had loyalty up to 60% but then it declined over time. Is there supposed to be an option to unify at a certain level of loyalty?

As the other Italian States are the only ones with good relations at the start -it seems silly to destroy those relationships by war?

I play piemont in 1860 january and no unification events!
Is that normal? When do they begin?

If I remember correctly, you should get an event in about 1859 about the treaty of Pombiernes(sp?) with France which will give you a casus belli against Austria and an alliance with France.

I had two decision cards to play in early 1850. Played them about 5 turns apart in Tuscany and they pushed popularity up above 60% but then it declined. There was a message to say S/P was agitating for unification. I suspect you have to march your army into the other states and then play these cards to make the people happier.

France moves an army into Tunisia early on so I think it may be best to send an army there early in 1850 to pre-empt them.
