Serfdom abolition

I'm playing with Russia. All year i lost 10% of loyalty in all european russia provinces because i don't have reformed the serfdom.
So, how to abolish this serfdom, i don' see any decision for that (and because of this low loyalty, i can't recruit any military unit) ?

Finally i have acced to the abolish serfdom decree but, unless i am mistaken :
-the last event that change the loyalty ( evt_nam_RUS_SerfdomAbolition1861 ) is required for the decree. But it don't fire before 1863 despite his name.
-the abolition of serdom don't change the loyalty to return it to normal level
-the serfs remains 70% of the population after the adoption of the decree

I fixed the issue about loyalty changes. Are you sure about the serfs remaining serfs? Because this is something that is in the code and not in the script

I have just reinstalled the game with the patch H to be sure and yes after the adoption of the abolition decree, i have always 70% of serviles
