Panhandle Texas

In this region I have several units, but I can't play any Colonial cards or charge the MC from 0%. I need to make some inroad so I am able to play the Colonial Protectorate card on the Cherokee capital. Now I think I understand what I'm doing, to do this u must have at least 50% CP in the capital and an average 30% average with the rest of the regions. MC isn't a factor is that correct? If I'm right the only thing that bothers me is Panhandle, not being able to do anything there. If I can sort this little issue I think will in my opinion have a good handle on understanding game finally

Panhandle Texas is a national region of USA since it belongs to the state of Texas, so you can`t play any colonial decission.

So it's not a part of the Cherokee nation. as it stands at the moment the MC is 100% Cherokee

I would suggest to look for some different entries either in the GC1850 cities.inc file under the related province name who is there in control and in the GC scenario file under the related province ID there must be some different entries but in most times you should get some entries beyond the province ID like 100, 101, 100 in sequence. If there some different entries too then there is the problem located...
