Because you're sending it via mail or any other third party solution. A multiplayer game has a netcode, an engine intended for multiple players.
This is a game that brags about its "new simultaneous turn-based engine". I've even seen screenshots of a menu where there *is* a multiplayer button. How do you think Valve react when they understand that they have a game on Steam that misleads its customers and uses photoshopped screenshots to appear to have something the programmers were to incompetent or lazy to implement? I've reported this game to them and I hope it will get removed soon.
