There are some brief directions on the Paradox forum but they're hard to find.
Basically as I understand it, you have to use a drop box to exchange the files in real time, then run the turn on one machine.
So, basically,
Everybody plays their turn.
Copies file to dropbox
Master computer takes all files and drops them in his computer.
Executes end of turn.
Puts result file up in dropbox.
Everybody downloads it, places it in their computer.
Plays turn

Etc.

Wait a minute, so how is that multiplayer? That sounds like a user workaround to a singleplayer game to me.
I was told on Steam that this was a multiplayer game, not a turn-based singleplayer game that requires you to copy and send singleplayer savefiles to get it working. Surely there must be some form of multiplayer inside the game, otherwise every single game released which has savegames could conceivably be called a multiplayer game by this definition, no?

Just passing on how it was explained to me.
Tried it with a friend using Google Docs and it went very fast.
This is a turn based game, not real time.

Beyond that, I'm just a simple user like you and you'll have to take it up with the Devs.

No, you're sending your orders for the turn to the host. The host processes the turn, and each player's orders are carried out. How is that a single player game?

Because you're sending it via mail or any other third party solution. A multiplayer game has a netcode, an engine intended for multiple players.

This is a game that brags about its "new simultaneous turn-based engine". I've even seen screenshots of a menu where there *is* a multiplayer button. How do you think Valve react when they understand that they have a game on Steam that misleads its customers and uses photoshopped screenshots to appear to have something the programmers were to incompetent or lazy to implement? I've reported this game to them and I hope it will get removed soon.
