How do I improve loyalty during peace?

I have bribed my way to protectorate status in Dubai. However, I cannot immigrate any of my citizens, because I have no loyalty. None of the colonial options that I see mention loyalty improvements.

How can I raise my loyalty a few points?

I thought schools improve it a bit?

Schools, Local Chief - Bribing, Local Chief - Treaty, Improve Road Network, Improve Telegraph Network, and increasing the status of a colonial area (Protectorate -> Colony, etc.) all increase loyalty.

I have used several of those, notably many bribes, and loyalty is still a flat zero. I see that the bribe tooltip offers loyalty, but it didn't appy on the arabian peninsula, apparently.

(The others I don't have access to at this level of CP.)

As an aside, I don't seem to be able to place missionaries in a lot of places which meet the tooltip criteria.

Any other thoughts?
